Deactivating it in the admin console for the affected users fixes the issues after waiting for the change to propagate and rebooting the machine. UPDATE : TL/DR: The "URL Filtering" service of Trend Micro Worry-Free Buisness Security appears to be the feature that causes the connectvity issues. I'll report this finding to TM Support as well. For now the filter is disabled company wide (our users are well-behaved and it wasn't seeing any use anyway).
